Jim Marrs, in his book Alien Agenda, discusses how he believed despite the official denials, there were aspects of the government using psychic Remote Viewers to investigate UFOs and how people "familiar with RV believe the process might be the best to penetrate the UFO enigma."

Ingo’s story about the UFO in his book Penetration, starts at the end of Chapter 8, "Grand Central Station," progresses through Chapter 9, "Mr. Axelrod and his Traveling Plans," and ends with Chapter 10, "Seeing One."
Ingo's UFO story starts with Axelrod asking Ingo in 1976 to place a signal or note under his blotter at SRI when he has reached a 65% efficiency threshold. A year later, Ingo tells us, in June of 1977, he placed the note. He proceeded to check every day for three months; it was still there. At the beginning of the next chapter, Nine, he tells us the note disappeared in July. This was followed shortly by Axelrod's appearance at SRI during a perfectly otherwise mundane lunchtime on a Friday. They have a quick conversation and then the two speed off in Axelrod's Jeep heading toward San Jose. At the San Jose Airport, they park in a restricted area and are lead through the terminal to a waiting high tech plane. A one of Ingo's Men in Black like twins stands beside it, helmet and olive green jumpsuit attired; the other twin is piloting. They take off in mere seconds; the flight is about five hours in duration. Before they land Ingo notices how desolate the landscape seems; he can make out no lights anywhere. Shortly they land on a runway without lights it is the middle of the night. A two hour drive in a camouflaged van ensues; Ingo sees billions of stars on the way. They reach the end of the road; they must hike in another forty minutes from there. They drive through the middle of nowhere; they landscape is made of tundra and pine trees. The destination is a small lake surrounded by pine trees. They must maintain silence at all times and wait a short while for dawn for the team has tracked this UFO and knows it appears at regualr intervals, just before dawn being one. Then it appears. At first it appears hallucinatory then grows into a ninety foot diamond or triangular shaped object. Once full sized it begins to suck up water from the lake. Something tips it off that they are there and it begins firing upon them. The four of them run for these lives. They reconvene a short while later, slightly the worse for wear, but otherwise alive.
They retrace their steps and arrive back at the airport, only now it is day, and there are sheriff deputies, men in plaid shirts, and Eskimo women lingering about the runway, some running it seems a New York styled hot dog cart. A mail plane emblazoned with the words USA-Alaska sits idly by. On the return trip Axelrod asks Ingo for his impressions before informing him this will be their last contact, others will now be picking up the project.
But there is a second story too about something that happened to him as a young teen. He tells us it was when he was living in Tooele, Utah, when he went hiking to a local tall hill and was about to take a nap when suddenly he spied a craft zooming around the sky before disappearing.
Yes, but not in the way he tells us, at least not directly. His UFO story is hidden behind a Hollywood movie script. He tells us that, it is a La La Land (Hollywood) special but more directly by commenting on Axelrod’s own cover story, calling it bullshit.
A movie script, really?
What time does Axelrod appear at SRI? Lunchtime, so Noon. Give them say thirty minutes to have their conversation in the Men’s room and Ingo to leave, so they hit the road at 12:30pm. Alaska is an hour behind California time so it would be 11:30am there. Using Alaska time going forward now. Say thirty minutes to drive to San Jose Airport and then thirty minutes to get on the plane, not the whirlwind he says. So they take off at 12:30pm. The flight is four or five hours so landing at 5:30pm on the long end. This is followed by a two hour drive so 8:00pm, giving time to leave the plan and to the van. After they park they then walk for forty minutes in the dark to get to where they are not long before dawn. At the latest they would get to the sop at 9:00pm. It is the middle of the night, pitch black as Ingo says, but if it is July that would be impossible since the area is pretty much in perpetual daylight during the summer. If it is three months later so lets say beginning of October, sunset in the area roughly is somewhere in the 7:00pm to 8:00pm range with light from the setting sun still in the sky for another half an hour. Sunrise is in the 8:00am to 9:00am range.
Just doing some basic back of the envelope math here we can see this story doesn’t add up. We are meant to deduce here that this is a cover story, a fantastical one, used to hide the real story, a story by the way, he has loaded with lots of clues to direct us to the truth.
An answer to this is also on the Non Human Entities page of this website. In addition, a clue comes from an interview Ingo did with Art Bell for his Coast-to-Coast radio show in March of 2000, to talk about Remote Viewing and Penetration. Ingo spends the time making sure he does not wander too far from a very narrow path with Bell. They do talk about Ingo being harnessed which Ingo kind of dances around, saying that historically if one such as himself refused to work with them, the powers that be, then such a person didn’t have long to live. He skillfully deflects that from being his situation, however, his voice betrays he knows it very well is. Bell asks Ingo about his next project. Ingo says it is about power, the one we know now as his Secrets of Power books. Bell comments to Ingo saying I don’t know how they are leaving you alone. Ingo says he gets lots of visitors, so saying yeah they aren’t leaving me alone, and then reiterates, which may have been directed to those who are not leaving him alone, I am not a threat, I am not a danger, which he actually says at two different points in the conversation, I am only talking about what is in the public domain, I can be a resource, his tone is more pleading than anything.
Since the topic of power is of interest to Bell, he asks Ingo about the president, which they agree means a generic president or presidents and Ingo says, "the president works for the real powers which rule the world." Not run the world but rule it.
His meandering around the issue of being harnessed,which he doesn’t really answer is because during the interview both Ingo and Bell can hear other people on the phone line and Ingo kind of comments that "they" are listening in, not the kind like when lines got crossed which happened back then in general. For Bell's part he thinks hanging up and calling Ingo back will solve the problem, that is clear the line, Ingo, you can tell then by the tone of his voice knows, and as Bell himself finds out, it won't.

The Signal:
First he tells us he placed the signal in June of 1977, then checked everyday for three months (which would have not been possible because he was only sporadically at SRI during that time, his invoices tell us that) then received a reply in July of 1977. July isn’t three months later, we believe this is misdirection, and a key too that it is misdirection, because we forgot about the three months; our focus remains on July.
Clue:
Whatever happened, it started happening three months after June, so in the Fall of 1977.
The Place:
Where they land there is nothing around, not even lights, Ingo mentions too he couldn't even see lights in the distance before they land, drawing an image in our minds of the middle of nowhere. It is late at night and he can see billions of stars on the drive to further into the middle of nowhere. However, on the return he points out that there are sheriffs, guys wearing plaid, so lumberjacks or workers hanging around, Eskimos women (we believe this is a stand in for indigenous people who he mentions are used to seeing UFOs), and a mail plane, so there would undoubtedly have been gas stations, stores, a factory of some sort, maybe a mine or timber operation, homes, roads, things with lights, things that could be seen in the distance certainly. We believe he did this to point out where they land and is not where they take off from; a hint this involves two different locations.
Although he makes sure to point out a plethora of pine trees and tundra, painting a picture of the Arctic Circle, he does drop one small hint about something you would not find there, a Spanish word which means a dry waterbed found in arid regions:
"Then we climbed into a sort of arroyo."
"I was dragged and practically thrown back down into the arroyo."
"But with my feet dragging, the twins pulled me up and ran with me between them down the arroyo a short way..."
Clues:
It is not Alaska.
Part of the place is in the middle of nowhere and involves a drive to a location where one can see billions of stars at night, where there is an arroyo, and is home indigenous peoples (Eskimos) who have myths and legends of strange happenings: Deserts of the Southwest.
The other aspect of the place is in the United States (the plane marked USA-Alaska) and would be thought of as all American (hot dog cart) and has some sort of operation going on (men in plaid shirts) with guards around it (the sheriffs): A company doing some sort of secret research in the aerospace industry (mail plane) mostly likely in the middle of the United States.
Different Types of UFOs:
In a masterful use of concealment, we believe Ingo intermixed three different type of UFOs he was involved with, and groups he was working with on each in order to hide the story of one of them. Hence his choice of title of the chapter: Seeing One.
Clues:
It is possible the story pertains to a large triangular machine, which could be equated with the stealth bomber since it is triangular but 70 feet. With this in mind, his use of this is as an example, an extrapolation; what he is telling us in this story in Penetration therefore is about his involvement with a group sorting out/interested in exploiting revolutionary or high tech machines.
For a clue we will need to start with Dr. Hal Puthoff (see the CRV section of this website for more information on him) and this from "The Physics of UFOs: Eric Weinstein and Hal Puthoff" on Jesse Michels’s American Alchemy Show posted on YouTube February 11, 2022. (From about 7:45 mark in the video to the 8:25 mark.)
Weinstein, legs crossed, tosses this out to Puthoff: "Another puzzle we would love to have cleared up is the role of aerospace companies as holders of potentially basic scientific knowledge not shared with the academic world, is it possible, it seems very wrong to me."
Puthoff, arms spread wide on his sofa’s back cushions responds: "It may be wrong but its um true."
Weinstein: "You believe it is true."
Puthoff: "I know it is true."
Weinstein: "You know there is physics knowledge held by aerospace companies that is not their own."
Puthoff: "There certainly is materials knowledge." He then adds after Weinstein asks about it: "Certainly aerospace corporations have knowledge in the UAP area that specifically are sequestered by against FOIA because of proprietary appreciables."
As to just who may be involved with this, it comes thanks to a line in the story where Ingo talks about other wealthy people, ones interested in exploiting psi flying him places to do treasure hunts and the like. These are people with a sense of opulence and power; ones who have “arrived” financially.
In 1974, Vallée tells us via his book Forbidden Science Volume 2 that Kit Green, an analyst with the CIA's Office of Scientific Intelligence who would go on to become a program manager of RV for the CIA, and he, Vallée, had a conversation in 1974 during which Green confirmed there was a group of 15 engineers in the Midwest, which Vallée believes are part of aerospace company/defense contractor McDonnell Douglas since it is in St. Louis, MO, (an all-American city in the heart of the United States) owned by James McDonnell, a person Vallée calls an aerospace tycoon, (a wealthy man with a lot of private and military airplanes in his corner) secretly doing UFO research for the CIA under the cover of "aeronautical research."
So let’s fast forward to the time frame Ingo places the story within 1977. In late spring with SRI’s CIA funding running out and as Annie Jacobsen notes in her book Phenomena former astronaut Edgar Mitchell flew to Washington to meet with his friend then CIA Director George H.W. Bush to intervene on SRI’s behalf for additional funding. But Bush couldn't approve CIA funds, Jacobsen says, the Agency was now under too much scrutiny from Congress. Bush tells Mitchell, according to Jacobsen, to urge SRI to find a military sponsor if RV is to survive. Perhaps this is the secret project, that would be RV, you are using to hide what Ingo calls our attention to in Penetration naming it an ultra-subterranean (which means underneath and concealed) covert mission under, is to survive. How spectacularly clandestine would that be, using a secret project to conceal an even darker one?
This is where if you look at the vast sea of sources, the spotlight beams its light to SRI finding RV project support from the Foreign Technology Division of the Air Force while RV’s use as an operational informational espionage gathering program by the Army under Gondola Wish which is now morphed into Grill Flame from which SRI also received funds.
And so it is here Ingo's story begins and it begins with Ingo telling us through Axelrod, who says, "our mission [this would be the unmanned drone from someplace else] will be disbanded shortly, and the work picked up by others, because of strategic security reasons involved."
The program picked up by others, not RV, Ingo tells us, no its future was secured by Army Intelligence, via INSCOM, this would be the work on the subterranean project, the revolutionary machine.
And we can sort out by looking at the other funders who also came on board during this time, that would be 1977/1978. This is where a declassified document called, GOVERNMENT-SPONSORED RESEARCH IN PSYCHOENERGETICS, (referred to herein as the timeline document) which outlines the history of CIA funding, is helpful as it does detail some information about this.
In August of 1977, the Missile Intelligence Agency, the MIA, born from the work of former Nazi/space guy Wernher von Braun and his team of rocket scientists, highly interested in the Soviet’s psychokinesis work, that is manipulating things with your mind, awarded SRI $80,000 for a one-year RV contract, this information coming by way of a declassified document on Center Lane. The MIA, per the timeline document, would go on to continue funding psychokinesis work at SRI for another three years and put in an additional $200K in 1977 dollars. The MIA was responsible for technical intelligence covering foreign tactical air and ground systems. That timeline document said the objective of the MIA program was to determine the degree to which selected personnel are able to interact with and influence, by mental means only, sensitive electronic equipment and to ascertain how this phenomenon might be exploited for Army-designated applications.
In 1978 the Army Materiel Systems Analysis Agency, AMSSA, part of what is referred to as DARCOM, the group responsible for providing materials and equipment to the Army, the ones which create Army-designated applications noted above, which meant they were responsible for decisions on technology, materiel acquisitions, designing and developing materials and equipment, and sustaining of U.S. Army weapon system jumps on board the SRI money train for two years providing $230K.
A briefing on Project Sun Streak notes both the MIA and AMSAA were interesting in Remote Viewing.
We need to now fold in what Ingo was doing at SRI in 1977 and 1978. In the early part of 1977, Ingo was working on a Remote Viewing project focused on the DMZ area of North and South Korea. This project later became formally known as the ARPA Tunnel Detection Technology Program, a joint effort under the direction of another SRI researcher geophysicist Lambert Dolphin (who shows up in Ingo’s chapter on Mars regarding projects to remote view Egypt and Mars, see the Planetary Explorations page of this website for more information) whose research and work at SRI was focused on ground penetrating radar. This project has the honor of being referred to in RV sessions at Project T. It runs through June of 1977, but internal reports documenting the success were sent around in May of 1977. In effect this means Ingo has demonstrated to ARPA that remote viewing was successful, here is where we begin to see his story about reaching the 65% level come into view only this wasn’t about him reaching 65% since we know much of the known funding to date was based on his successes, so it wasn't that he was being successful at identifying targets 65% of the time, rather it is likely this his reference to this revolves around his training was allowing others to identify the target 65% of the time.
In June Ingo was working on a Humanist report and a paper for the IEEE but also on the RV section of the Catalina Island archaeological RV project Deep Quest with Stephen Schwartz and the Mobius Group while in New York. In July he goes to Catalina, he mentions this briefly in the UFO story, according to Vallée real estate billionaire Trammel Crow had just financed Schwartz’s Deep Quest project (another the wealthy person interested in in exploiting psi). The transcripts and preparation notes regarding this project and even the film footage, appeared as an episode of In Search of with Leonard Nemoy, itself show Ingo in New York and Catalina, deeply invested in the project. At the same time, Ingo was also busily preparing to speak at Harold Sherman's "ESP Body Mind Healing Workshop" in Saint Louis which he will do on August 4th, delivering a talk entitled "Psychic Warfare." The following morning, he was invited to a breakfast hosted by Crow, whom Vallée tells us is a close friend of aerospace giant James McDonnell, along with several of the other speakers at the workshop according to Vallée. Based on a letter from Ingo which can be found within his archives at UWG, he also met McDonnell at the ESP Workshop, for it seems McDonnell is at this workshop as well.
In August Crow writes to Ingo and tells him he will meet him in at his home in New York City at the end of the September. The contact possibly? This is when we start to see that three months mark starts to come into focus. Before he does though, in September, Ingo travels to DC for something related to SRI for 11 days and then is back at SRI doing RV sessions on nuclear test sites.
On the 11th of October, Vallée notes he, Vallée, met with Crow in Dallas to give a lecture to a select group Crow has put together. According to Vallée this includes the mayor of Dallas, the Hunts, a CEO of a financial empire, the general counsel for GE, a VP with IBM, and a VP from Xerox. It appears the lecture was on UFOs, namely a technology that used a revolutionary understanding of the topology of spacetime. Perhaps a group of wealthy individuals interested in exploiting psi for something?
October 17th Ingo writes to Crow to tell him the smaller project, Project A, is almost ready and to fund the other players, nine psychics, Crow should open a joint account for him and Stephan Schwartz, who will then pay them. Ingo ends by saying he will discuss more with him, Crow, when he, Ingo, is in Dallas, which seems like it will be shortly. It appears Ingo is running Project A with Schwartz and his Mobius group from LA with help from SRI and funds from Crow. Given Schwartz interest, besides archeological RV, is in the development of his ideas around predicting future events, it is highly likely that this Crow backed project, which Crow calls Compass, with psychics is something along those lines. He tells Crow when you visit here, at SRI, "I can show you the particulars."
In November Ingo starts work on Project A/Compass. Both Crow and Ingo refer to it as the smaller of the two projects.
On November 17, 1977, Ingo writes to James McDonnell directly saying, "…thank you for your courtesies you extended to me while I visited you. I found your entire operation amazing, in many ways, and very encouraging in so many other ways…And I enjoyed meeting your friends so much." So Ingo was flown there sometime in late October/early November, perhaps after that meeting in Dallas with Crow, and was shown something and met others.
Late November 1977, Crow's funding for presumably the larger of the two project hits the books at SRI enabling the launch of something called Project Xerox (related to Vallée lecture with the Xerox rep in attendance or could be something about copying something or both?) with Ingo. Ingo writes to Crow to tell him the funding is all set as SRI and telling him as he does it will take ten days to two weeks to get first impressions. McDonnell for his part writes to Ingo and wishes him great success with his work in California.
Ingo writes to McDonnell on November 29th sending him information on Project Xerox and promises to keep him updated on it.
December 15, 1977, Crow writes to Ingo to say he wants to talk about the larger project, presumably Xerox, when he comes out there in January.
Late December 1977, Ingo writes to McDonnell mentioning his wonderful trip through the southwest to get a psychic orientation of it, he specifically notes the Southwestern part of Arizona as of particular interest. A mention of this trip by Ingo during a RV session on January 5, 1978 of an Eastern European site, a location which reminded him of the one he had seen in the Southwest, appears in a declassified document entitled ADVANCED THREAT TECHNIQUE ASSESSMENT, specifically on pages 109 and 110 of the document:
"When I was on my trip* we drove through an area of what looks like a military storage thing with lots of low sort of covered-in-the-ground types of storage facilities, like for ammunition or weapons, or something like that."
*Through southwestern U.S.
Vallée notes in an entry dated January 5, 1978, he knows McDonnell Douglas has an ongoing secret project, well-funded, with the blessing and official monitoring of the CIA; he hints this is UFO related.
December 1977/January 1978, McDonnell goes to Washington to hold strategic meetings with people with connections that make things happen at SRI, according to Ingo's letter to McDonnell later than year in June, noting "since the time you talked with certain strategic people, the overall attitude at the highest levels seems to have changed a great deal."
And what might that be, this increased work at SRI potentially linked to Project Xerox and McDonnell’s trip to DC and his CIA backed UFO project? The last piece of this puzzle coming by way of the 65% from Ingo himself, just remembering Ingo trained the set of RV'ers in his CRV starting in 1982, as part of INCSOM's Center Lane having sunsetted its Monroe Institute altered states method under Grill Flame but the bulk of this training was in 1983 through 1984.
For a different view of this, comes by way of a declassified document about Grill Flame more specifically what the document says is the Army’s psychoenergetic efforts. It seems to be a briefing outlining the three programs under Grill Flame:
It is possible the noise generating machine might be a cover story, not that they didn't do this project/experiment, only what they were also doing was hidden behind it: This comes by way of Jim Marrs and his book Psi Spies. As part of Marrs' interview with Ingo which he documents in the book, Ingo mentions having trained two different groups of RV’ers, the ones we know about and the ones we don't. Both went through SRI, but at different times, Ingo commented. He told Marrs, "I can't really talk about this second group. They were kept completely separate from [RV'ers we know today], I don't even know where they went. They were much more 'black' and much more covert, [that subterranean project?] I don't think I ever had their right names.” Ingo speculates to Marrs that they were engineers having watched them scour the building for materials to use to construct things seen in their sessions. The way Ingo phrased it in the Marrs interview, Ingo leads us to believe the ones we know about were the first when it may be they were actually the second given Ingo's drastic draw down of involvement with SRI starting in 1985 when the program was transferred to the DIA, and quite possibly the inspiration for his creation of the CRV protocols he then used to train the Army Rv'ers we know about.
This seems to go in concert with Ingo's parting words from Axerod how "the work will be picked up by others" meaning perhaps because their work to try to get people to psychically operate the "unmanned drone from someplace else" hasn't worked out so far, they are now going to just try to reverse engineer the materials they have: the having the materials knowledge but not the physics knowledge perhaps Puthoff is referring to?
And this begins with the reason Ingo is taken to see what they are in possession of for as he says in Penetration, "take an atomic reactor to a viewer who has never seen an actual atomic reactor, what they are sensing can be described as a teapot, both of which are hot and 'cook.' We call this 'analytical overlay,' meaning the mind-dynamic process of overlaying something unknown or unrecognized or unfamiliar with a mental image which is recognized. The psychic subject in remote-viewing a site with an atomic reactor may well overlay the impressions with a 'teapot' or a 'furnace' because these are the memory images which come closest to what is being psychically sensed. If you take the time to let the viewer study diagrams of atomic reactors and photographs of them and their surroundings, the next time they encounter one in psychic seeing they are more likely to identify it correctly rather than call it a teapot. A remote-viewing novice can study a book with diagrams of all known atomic reactors. You got a book that diagrams all seen UFOs?"
Perhaps in this case, Ingo's involvement with a group tasked with reverse engineering, was to help create a diagram of the UFO that they had in their possession, the one he learned more about from McDonnell's friends while visiting in Saint Louis, started to get a psychic bead on in late November, but more likely December,* and then said I need to see it and its surrounding and so was taken in person in late December to the Southwestern part of Arizona where this machine was, in the middle of nowhere with arroyos, where one can see billions are stars at night, in the land of indigenous peoples who have myths and legends of other worldly beings and vehicles, all so he could help his new novice RV'ing engineers that would start at SRI presumably in 1978, thanks perhaps a corporate funding initiative under Project Xerox that then got additional support thanks maybe to McDonnell's Washington meeting and MIA funding.

Postscript
In 1979 James McDonnell funded the establishment of a laboratory for psychic research at Washington University in Saint Louis. The lab's research focus was on energy physics, cosmology, and parapsychology. Unfortunately, however, the lab became mired in controversy due to fraud allegations and was closed in 1986.
In 1982, Dr. Robert (Bob) Wood, whom Vallée describes in 1975 as a "nuts and bolts" aircraft engineer with McDonnell Douglas, one who equated psychic phenomena with hallucinations, as the Manager of the Aeromechanics Section for Hughes Helicopters, Inc. later the McDonnell Douglas Helicopter Company, seemed to have an entirely different take on UFOs and psychic stuff in the intervening years when he gave a presentation to the Newport-Balboa Rotary Club. In this presentation he appeared to connect Remote Viewing to UFOs by alluding to how real and valid each of these were. A copy of his presentation notes can be found in the CIA reading room here:

In 1984 Atwater and LTC Busby, INSCOM's project manager for Center Lane, traveled to McDonnell Douglas in Huntington Beach, CA to discuss "MDAC's [McDonnell Douglas] development and implementation of a set of operant profiling strategies designed to determine the psychoenergetic capabilities of a selected individual...Their knowledge [McDonnell Douglas personnel), coupled with the resources of MDAC" the memo states, will enable "CENTER LANE to begin its recently expanded mission." In 1985 the MIA's name was changed to the Missile and Space Intelligence Center and was housed within Army Intelligence and about the same time Puthoff left SRI to found Institute of Advanced Studies so he could pursue his ideas relating to energy generation and propulsion. About Puthoff, Nick Cook writes in the Hunt for Zero Point: "He regularly served various corporations, government agencies, the Executive Branch and Congress as a consultant on leading-edge technologies and future technology trends. And now, he was up to his ears in gravity work. If the U.S. government had instituted a top secret antigravity program, decades before possibly [the book was published in 2001 so referring presumably to the 1970s/1980s], then chances were Puthoff was either directly involved, knew about it, or, at the very least, had some inkling of it…" Cook continued, in his discussions with Puthoff, particularly in relation to the "unproven link between electromagnetism and gravity… the ones about perturbing space-time [sounds like Vallée's Dallas lecture] Cook believed Puthoff had told him in an indirect way "some kind of payoff" from these experiments had already taken place….would that be perhaps the creation of a revolutionary, high tech machine exempt from FOIA thanks to the RV'ing engineers Ingo worked with?
In 1997, Wood (Dr. Bob Wood of McDonnell Douglas noted above) was quoted in the LA Times as saying, "'We're just a little bit behind in understanding all of the technology used by the aliens, or visitors--or whatever you want to call them,' said Wood, research director of the 5,000-member Mutual UFO Network and its Orange County chapter. 'But there are ways to figure it out and build such craft. I don’t accept the idea that we won’t be able to replicate their capabilities.'"

What was the twin wearing when he saw him standing next to the plane? An olive-green jumpsuit, olive-green is the standard color of the US military. What else does he have? A helmet. Do commercial, private, or even cargo plane pilots wear helmets? And he says he wasn't the twin even filing the plane. So there is a guy standing next to a high tech plane in a jumpsuit and a helmet. What kind of pilot would this be, that sounds like someone in military or even a test pilot of some sorts. What kind of plane? A high-tech plane, maybe something someone in the military or an aviation test facility would have? What color is the van? Camouflaged? Military. The special night goggles? Military. Then to make sure we don't miss any of this, he draws our attention to it by putting military in scare quotes, while positioning the word definitely in front of it, next to his description of the twin standing next to the plane. Our clue here, someone who looks like they are military but not necessarily military. If it was a pilot, not the Air Force as they wear jumpsuits, but perhaps a NASA test pilot? Would a military looking test pilot be standing next to a high tech plane at a busy commercial airport? Then there is the fact that they took off in 3 minutes, not happening at a commercial airport but at a military base of some sort.
Having sorted that out, it does appear he is pointing us to a military base where there are military or perhaps were test pilots. Where? Well he says, Axelrod got on the road and headed toward San Jose. There is a military base between SRI and San Jose, it was then called Naval Air Station Moffett Field. It was being used at the time for naval air operations, as well as a test center for the Air Force and NASA, presumably then where one would take off quickly, where one could park in a restricted spot, and get through through some sort of lobby directly. It would seem then part of this story is about seeing something run by the military/Air Force/NASA which relates somehow to Moffett Field, and that something was probably the unmanned drone operated from someplace else.
Let's start with the declassified document entitled GOVERNMENT-SPONSORED RESEARCH IN PSYCHOENERGETICS, (the timeline document), which is helpful, at least in indemnifying some of the other sponsors regarding RV involved in Ingo's UFO story. It also, in our opinion, contains a lot of misdirection as well. For example, a direct quote here from this document: "The Central Intelligence Agency was the first government organization to investigate parapsychology as it pertains to intelligence collection. Their work was initiated in 1961 when the Office of Technical Service OTS (then the Technical Services Division) became interested in ESP claims. Under the auspices of Project ULTRA, Stephen I. Abrams, Director of the Parapsychological Laboratory, Oxford University, England, reviewed parapsychological research and prepared an article stating that, at most, ESP had been demonstrated but was neither understood or controllable. After that effort, the field lay dormant at CIA for 10 years." As posted in the Non Human Entities page of this website are declassified documents relating to MKULTRA namely subproject 83 and 136 themselves, which directly contradict this. For example, regarding 83, there is a memo within the documents attributed to this subproject dated March of 1959, titled "Continuation of MKULTRA, Subproject No. 83.": “The purpose of Subproject No. 83 is to continue support of the editorial and technical survey activities of blacked out [we believe this to be Abrams] is assigned to the blacked out and is covered as an employee of blacked out [which we have linked to the Air Force’s Cambridge Labs]. During the past eighteen months [so starting in late 1957, not 1961] activities have been to make technical surveys of social and behavioral science matters of interest to TSS/CD/Branch III." For reference TSS/CD/Branch III would be the CIA's Office of Technical Service, this was the group responsible for supporting the CIA's clandestine operations with gadgets, disguises, forgeries, secret writings, and weapons, and also the group first providing funding to SRI's psychoenergetics program.
So that tells us we believe that there is something they don't want us to see or know about. And for that we think we might have a clue or two…from the two men who were with Ingo at SRI, Drs. Puthoff and Targ. Puthoff first. Returning again to "The Physics of UFOs: Eric Weinstein and Hal Puthoff" on Jesse Michels’s American Alchemy Show posted on YouTube February 11, 2022, mentioned in the UFO story answer above, this time from about the 29:42 mark to the 30:08 mark.
At this point in the interview, Weinstein and Puthoff are now standing, looks like they are taking a kind of break. Weinstein is checking his phone having just played something from the Rocky Horror Picture show on the piano he is standing next to. Michels doesn’t know it and so Weinstein can’t believe Michels has never seen the movie. Off camera Michels retorts he knows it is a cult classic and then directs to Puthoff “speaking of cults weren’t you in Scientology?”
Puthoff replies yes, he was checking it out, at the time we were doing remote viewing and checking into everything, and says including Silva Mind Control. We need to remember that.
That brings us to Dr. Targ. In that declassified timeline document, it states in 1972 Russell Targ, then at SRI, contacted the CIA to discuss paranormal abilities. He proposed a demonstration of psychokinetic abilities at SRI. But no mention of who else was involved and interested in this too. For that we find a clue from Targ himself…
Targ, in an interview on The Richard Dolan Show entitled "REMOTE VIEWING SECRETS with Russell Targ," posted on YouTube on July 11, 2023, provides us with some more color regarding that Silva Mind Control comment from Puthoff. (From about 5:45 mark in the video to the 12:40 mark.)
He, Targ, was in San Francisco in 1972 giving a talk on the Soviets and their work in parapsychology, when after he concluded, one Art Reetz approached him and invited him to speak at another conference the following week, this one on speculative technology, huh. Targ readily agreed. There Targ found himself face-to-face with Wernher von Braun, whom he asserted was very interested in things psychic, as he was himself of such abilities. Dolan a later in the interview (about the 13:43 mark to the 14:00 mark) added von Braun was also very interested in UFOs. Targ continues, he had von Braun use his ESP teaching machine which Targ announces von Braun handled magnificently. A short while later Von Braun introduced Targ to NASA's director and it was during this meeting that astronaut Edgar Mitchell walked by. Targ not missing a beat in his search for funding and knowing of the recent Apollo 13 disaster, proclaimed he could teach astronauts how to get in touch with their spacecraft psychically. He added to Dolan, it just had to sound true even if it wasn't. A very short while later Targ was at SRI with NASA funding, Reetz acting as NASA's SRI contract monitor, Targ says.
In the realm of funding projects, nothing ever moves that quickly, unless it seems there is a reason. So, although teaching astronauts ESP to operate equipment distant from them with their minds might sound exotic, our guess is given the speed at which the funding happened, it was not, and more importantly it was of extremely high importance. So we should look more closely at NASA and specifically the contract monitor Art Reetz. This is where Reetz's obituary posted online comes in rather handy.
In 1972 Reetz, per his obituary, https://www.coxmemorialfuneralhome.com/obituary/Arthur-Reetz was a newly installed NASA program engineer for the Voyager spacecrafts as they were still being built by none other than NASA’s JPL, but in the year prior he had been assigned by NASA to the naval air station, Moffett Airfield, just a few miles away from SRI, to test, among other things, whether humans could use ESP to control equipment on the Moon or in space. Wait a minute, what? That means he was at a Naval/NASA facility trying to figure out how humans could use telepathy and/or psychokinesis to operate something that functions on the Moon and in space. Why? Why would humans need to operate such vehicles remotely and psychically at that? There are of course radioactive components limiting humans' ability to travel in space, but a much easier solution for that was to find a shielding answer, which was Reetz's specialty as he had been recruited to NASA headquarters to manage their research programs in high-energy space radiation effects and shielding for space vehicles.
Could it be perhaps Ingo is telling us NASA/JPL and maybe even the secret aeronautics complex were in possession of something, and probably had been for a while, that had no physical controls but rather requires one to interact with it psychically and or was highly dangerous or toxic to us to use physically? Is this the reason why those Air Force driven MKULTRA programs at Cambridge Research Laboratories in the early 1960s were so heavily focused on generating ESP in people no matter what the cost?
Once Targ was onboard at SRI with his NASA funding, per Targ, within days Targ and Puthoff put in a funding request mentioned in the Non Human Entities page. It is a grant application entitled Techniques to Enhance Extraordinary Human Perception, to the US Department of Health, Education, and Welfare, the post MKULTRA funding front for CIA's experiments in human behavior which involve any type of control mechanism, i.e., drugs and hypnosis.
Part of their, although Targ is identified as the lead, proposed research involves using hypnosis to enhance ESP and the use of Puharich’s Faraday cage, this would be the device Puharich himself built to use with mediums to enhance their abilities, the ones who communicate with entities (see the Non Human Entities page of this website for more information). The funding is to run from October 1, 1972, to October 1, 1973, the same time frame as that CIA TSD funding everyone talks about. Overall, we find the application eerily reminiscent of those two MKULTRA subprojects, 83 and 136 available in the Non Human Entities page, particularly 136 which sought to elicit ESP at whatever cost, i.e., mind control via drugs and hypnosis, the kind that seek to create a dissociative mediumistic trance, that is a forced channeling experience. Which brings us back to Puthoff's mention about "checking out Silva Mind Control": According to Silva, once the mind is projected, a person can allegedly view distant objects or locations and connect with higher intelligence for guidance, i.e., become a medium for NHEs.
So this grant application sounds to us like that sounding true that enabled Targ to come to SRI with NASA funding but wasn’t was maybe more true than Targ is leading us to believe. It sounds to us too like they needed psychic things to happen. Perhaps this is why Uri Geller came onto the scene at SRI as part of the remaining Biofields Measurement Contract in December of 1972 through January of 1973. More on this can be found in a report entitled Technical Memorandum prepared by Puthoff and Targ in February of 1973. Geller at the time had been a channeler of the NHEs, the Council of Nine, for Puharich. It should also be noted his work at SRI although funded as part of that CIA Biofields grant was also supported by astronaut Mitchell's foundation, IONS.
If you have you have been keeping tabs on Geller on the platform X, you will have noticed that he posted this: "My dear friends, this type of alien is the one I have seen in the abyss of the concrete building Wernher Von Braun and astronaut Edgar Mitchell took me to see." This appears to be a follow-up to a July 2021 article in the British tabloid The Sun entitled "MIND-BENDING UFOs ARE real… Nasa showed me alien spacecraft and I’ve been secretly contacting ET for years, says Uri Geller." The article starts by stating: "Uri, 74, says he had secret meetings with German rocket engineer Wernher Von Braun at NASA and was shown a piece of a crashed UFO." Then later in the article quoted Geller: "When I met him, Wernher von Braun took an object from a safe and presented it to me. He said it was a piece from a crashed UFO. He wanted me to tell him what I felt from the material. I felt it wasn’t terrestrial - it was metallic, elongated and had a hue I have never seen before…like it was alive, that it was "breathing." Geller also noted the Nazi party was into the occult in this article, while in a post on X said: "The Nazi obsession with the Holy Grail, witchcraft, Luciferianism, World Ice Theory, anti-gravity machines, astrology and pagan religions — under the rubric 'the supernatural imaginary.' Wernher was into all of this, supernatural energies, he told me so."
Whatever you believe about Geller, we know there is a lot of controversy around him, even Ingo mentioned this in his Remote Viewing: The Real Story: "There can be no question that it was Geller who put psychic research back on the map of public awareness, not only in the United States but regarding the entire world. Regardless of what was said about him, he reached deep into the human psyche and reminded our species of something that is hard to articulate, at least for me. This was a tremendous and wonderful achievement." Whatever opinion one has of him, we do think he has given us some tantalizing clues.
And regarding this, something we experienced directly regarding a photo @prismaticwriter had posted on X in April of 2021, but then it was Twitter. They were questioning who the other two men in photo with Geller and von Braun were, possibly could it be Ingo. Geller responded and said, "No Ingo wasn’t there. In the picture Ed Mitchell, Braun, me and the guy with the black tie either a top NASA official or a CIA scientific agent."
Per Puthoff's and Targ's declassified report documenting Geller's time at SRI it seemed to consist of perception experiments and physical perturbance experiments. It is worth noting here, also observing Geller at SRI per a declassified CIA briefing document noted as Briefing by Stanford Research Institute, are two representatives from ARPA, the predecessor of DARPA, the agency tasked with facilitating research into technologies which have military applications, namely at the time military space programs and advanced materials. This CIA memo says in terms of the CIA it is not whether Geller's abilities are sensory or extrasensory, it is, are they exploitable, could others be trained to do what he does, the memo ponders. Could it be given NASA contract monitor's Moffett work, this is the reason why those ARPA guys were there too?
Vallée in his Forbidden Science, Volume 2 notes that on January 6, 1973, Puthoff, Targ, Ingo and an aerospace friend of Targ's came over for coffee and cake. He says they watched a program called Ancient Astronauts. Which is interesting because Vallée also notes that sometime in February of 1973, the time of that Technical Memorandum, a month after Geller is at SRI, Puthoff tells him, Vallée, that he, Puthoff, had just come back from DC and meeting with government officials who were in a position to discover the true state of affairs regarding UFOs, how there are prototypes and "true" saucers, Vallée then notes in 2014 he found out this contact was Sidney Gottlieb, whose brainchild as the chief of the CIA’s chemical division within TSS had been MKULTRA, and then later after a time as a field agent, running the TSS itself, which sponsored subprojects 83 and 136 at Cambridge Research Labs. It had been, it seems, Gottlieb, who Stephen Kinzer in his book about Gottlieb called Poisoner in Chief notes seemed like a mysterious guardian of esoteric knowledge, who had sponsored the early days of "remote viewing." So perhaps that grant application had been funded after all and why perhaps von Braun's group and the Missile Intelligence Agency remained interested in psychokinesis, that is, until as Ingo pointed out in the story, the new group, those reverse engineering RV'ers perhaps, took over.
A transparent thing which fades in from nowhere, materializing out of a fog, becomes visible and then dematerializes, disappears, which he describes as an apparition or what he calls an appearance not an object.
In 1992 Ingo wrote an article for FATE Magazine: His poignant message: "Come on, people, we are being kidnapped and genetically farmed." And in Penetration he says, "…supply ship (which he has put in scare quotes, so drawing our attention to this, something he finds disturbing or doesn’t agree with) Earth! Let’s drive over to Earth, go shopping and pick up what we need, that kind of thing." Calling it directly a go-to earth shopping cart.
He is involved with this one because as he says: "Well, I guess you guys, whoever you are, have a problem, and from all I can tell, Earth is under some kind of siege [the let's drive over to Earth and get want we want statement, that is seize things, picks things up, sucks things up, using the image of sucking up water here]. UFOs appear everywhere, are seen by thousands. Yet they are elusive, [noting here that would be hallucinatory, fleeting, transitory, phantom-like] but of concern, and so you are trying to fit the pieces together [not one they know appears at regular intervals]. And I would suppose, too, that you are desperate, enough at least to try to employ psychics to help you out."
So in this case, regarding his UFO story, he is not there to see it, here is telling us that he had been hired as a psychic by a group who were dealing with phantom-like things, inter-dimensional happenings, which takes things and then disappear, noting as he does: "A full part of the problem is that it is a REALITY problem FOR US…That thing is outside my reality-experience, which I note is quite often the case with people who experience this, and so if you keep asking what I sensed, I am quite likely to begin seizing on overlays, things he has experienced before, to explain it to accommodate you."

It is quite possible there was a group using the RV program to try to find out things of an other than human origin. This group being the one Jacques Vallée mentions in his book Forbidden Science Volume 2, in which he says Dr. Hal Puthoff told him in the fall of 1973 there was a group investigating UFOs within the government using "his [Puthoff's] psychics" from time to time to find out where there were UFO bases. It could be these are the ones Ingo called whoever you guys are who have a problem are in relation to tracking the apparitional UFO type, the kind that seem hallucinatory, and take things and people, and seem to have sway over us, and they are trying to make sense of by using psychics.
Jim Marrs says in his book Psi Spies, he was starting to investigate what he said was the governmental cover-up of UFOs when he came across something going on in the RV world that made him go hum. In 1992, Marrs says, he attended an event where Star Gate RV'er and former Ingo student Edward Dames, CPT, US Army (retired as a Major) standing alongside John Alexander, COL, US Army, and their INSCOM boss Major General Albert Stubblebine, discussed RV and then without skipping a beat about giant inhabited underground caverns filled with "transcendental" energy beings, ones from a different dimension, who can appear and disappear in our own dimension, who could access our minds.
In Jim Schnabel's 1995 article Tinker Tailor Solider Psi, the predecessor to his book on the RV program Remote Viewers, Schnabel was also investigating RV at the same time as Marrs, writes that while Dames was at the Fort Meade unit, stories began to circulate about certain "unusual experiences" during remote-viewing sessions, particularly those engaged on "advanced training" targets.
So what exactly were these advanced training targets? When you trace it all back that all starts with Fort Meade and the programs training and operations officer Lt. Frederick Holmes "Skip" Atwater, and the papers he received from Puthoff in the early 1980s (sometime between 1980 and 1982 when Fort Meade was running Grill Flame, Monroe's out of body type of RV called Extended Remote Viewing or ERV) who himself, that would be Puthoff, had gotten the papers he said from one of his psychics by the name of Pat Price in 1973 (see the CRV page of this website for more information on Price).
As the story goes, Price brought a file to Puthoff the fall of 1973, the time of the Vallée conversation, notes and sketches saying not only did extraterrestrials exist, but they had established four underground bases here on Earth, in the Pyrenees, East Africa, Alaska, and Australia, all of which he had psychically penetrated. These bases, Price said, were to reinforce B. T. L.s, the letters a stand in for between life implants. Implants are part of Scientology's extraterrestrial narrative according to multiple sources. Several sources name Price as a Scientologist at the time along with Ingo and Puthoff.
It is now the early 1980s and Puthoff may have been aware of a 1977 raid by the FBI of the Church of Scientology, during which accordingly to Vallée, materials were obtained by which “the FBI came to believe (falsely?) that Price was used as a spy against the CIA.” At this point Puthoff was no longer affiliated with Scientology accordingly to Schnabel and in fact starting to in the mid-1970s lend his support to anti-Scientology groups, again accordingly to Schnabel, who were calling the Church a cult and worse, so working hard to put distance between him and the Church. At this point one would imagine he would want to put anything of Price’s, and Scientology for that matter, out of sight or maybe even burn it, which if he was so anti-Scientology seems like the more rational thing to do, because of any of this was known, particularly if Price had possibly been spying for Scientology on the CIA, it would be a catastrophic hit to the program, but he doesn’t. He hands the Price files to Atwater to test them out. Putting this into context, this means a well respected physicist with several patents to his name has handed over papers which talk about aliens with implanting stations on Earth to an Army intelligence officer concerned with things like a nuclear war with Soviet Russia or escalating conflict in the Middle East, locating lost assets, and assessing war risks, real world threats. With that in mind, one could conclude at this point there was some sort of proof there was something at these sites, something in the notes, something that superseded all the risks, something that was perhaps being sponsored and backed by internal players within the clandestine world.
There might be a clue is this in a letter Hubbard wrote to Ingo in December of 1974. At this point in time Price was now out the door at SRI, working with his new private CIA handler from West Virginia, Ingo was back in New York, and the program on a kind of hold, saying how he, that would be Ingo, Hal and Pat are helping to lay the groundwork which might relate to a letter Ingo wrote to Hubbard on May 3, 1973, calling out two things: 1) money is being directed to possible biological automata and effective mind control systems as part of questionable motives of invisible benefactors working toward economic control of the planet; and 2) we are not alone on this planet. Later that month, according to several sources, Price showed up at SRI.
Perhaps the three of them were engaged in something, something important, something that lay beyond the boundaries of whatever the CIA was funding, something that perhaps related to those bases the group within the government Puthoff told Vallée his psychics, Ingo and Price, were being used to help sort out? So at this juncture, it might very well be that those files Price handed Puthoff about the four bases were notes from sessions he, or maybe someone providing files to him, and Ingo were doing with this secret group. Price or whomever possibly gave him the files, framing the sites through his/their understanding of them, which in terms of mind control, the Scientology lingo of implants would be the vernacular.
Stepping back into the time frame of before RV was made public. Atwater now in possession of Price’s papers (1980-1982 time frame) thanks to Puthoff is the one who decides to task RV'ers with what he calls advanced training targets, not the US government, Atwater says, these were done by him directly as his idea to challenge Rv’ers, to test them, evaluate them, tasks of his own design but following strict protocols: the advanced training targets Marrs and Schnabel found.
Atwater made a presentation to International Remote Viewing Association, IRVA in 2009 called Project 8200 about these. The promo for this states: "Project 8200 used the next generation of STAR GATE remote viewers in an attempt to verify or refute the information provided by Pat Price."
The first assignment Atwater made was in 1982 and to ERV'er (so the altered states type of RV) NCO and Chief Warrant Officer Joseph McMoneagle. McMoneagle RV'ed the Price sites and then added there were more than four, there were ones under the seabed. The next up was CRV'er and Ingo student Thomas M. McNear, CPT, US Army (retired as a Lieutenant Colonel) who was tasked in May of 1984 with one of these seabed sites. A declassified document records this.
From the Project 8200 presentation, which is available to IRVA members on their site but is also part of the IRVA collection within special collections at UWG, we learn continued to be assigned this time in February of 1985 to CRV'ers and Ingo's other students William (Bill) Ray, CPT, US Army (retired as a Major) and Paul H. Smith, CPT, US Army (retired as a Major). At Mount Hayes the two find things of a similar nature to the Price paper descriptions. Fearing he made have influenced them with what he knew about the Price papers, Atwater put the coordinates in an envelope and gave them to Dames to run former Grill Flame ERV'er and now CRV'er Melvin Riley, First Sergeant, US Army. At some point it seems the group started to use CRV to find the target and ERV for in depth detail. Declassified documents record two sessions, both done by Riley with Dames as his monitor, one on January 28, 1987, and the second on January 13, 1988. It seems the first one was an extension of a session done in November of 1986, those files though were not part of the declassified ones within the CIA reading room, but part of Atwater's files.
In the first session, the one from 1986-87, the declassified document Riley labels Description of Personnel Associated with “E. T.” Bases he is being tasked to go to bases on Saturn's Moon Titan, Mount Hayes in Alaska, and somewhere he designates as South America/Africa.
It is particularly interesting in terms of what happens to Riley when he remote viewed Mount Hayes. He starts to see something, he writes the word robot, then funny looking people, next he sees a tall dark spacious building and appears at this point he is inside, a platform, he writes. The words dark, darkness, empty follow. On the next page he immediately writes strange feeling in my hand, liked its being energized. To the right of these words are a mystifying squiggly line, one at odds with the drawings which precede it. People again he writes then zooming away in a vehicle, a feeling of being in space. Nothing after that. In additional notes, not included in the declassification but relating to this session, Riley has sketched out the surrounds of Mt. Hayes in great deal, including where he went inside before zooming away into the dark.
The next session, recorded in the second declassified document, the one for about a year later, he is tasked with remote viewing something called the Galactic Federation Headquarters, this session starts like the one for the year prior. He describes and draws the surrounds, it looks like that of the mountain and its surroundings of Mount Hayes from a year ago, both have a mountain with a cliff platform on the left, a lake below, and mountain ranges to the right, nearly identical, although he believes he is off world somewhere. He goes inside.
He writes streaming down, then draws arrows descending through what he describes as a tall, vaulted room, the arrows pointing down to a body, his body, lying on a platform. He writes, familiar place with an exclamation point. Then, this place seems familiar as if I have been here before climbed onto the platform and laid down I was then illuminated by a bright brilliant shaft of white light from head to toe the light was coming from overhead a robbed figure then moved from behind the group and stood next to me with a hand outstretched over my solar plexus broke away from the session with a feeling that I should have remembered something.”
Clearly, he was physically in a room with Dames when both sessions were happening, so the question really is what was happening to his soul or being or spirit or astral self, or consciousness, it seems like something did, something took this part of him somewhere where "he" was examined and not for the first time either, as his memory from the first time seems to have been wiped. He never seems to make the connection of the absolute similarity of the two, although interestingly it does seem like his subconscious was trying to crack through, his comments about something I should have remembered, and the place seeming familiar.
Riley did expand on this in Marrs' Alien Agenda, this is before the documents were declassified in 2003: He said it was a beautiful place and felt the experience as serene, peaceful. He named the Galactic Federation Headquarters the place of the controlling authority. He said it was outside of our galaxy, that there were numerous celestial races which had formed a federation, and this was their headquarters. He says he "tagged on the term galactic meaning that it encompassed all nearby galaxies. We [the unit? INSCOM? the government?] wanted to see the controlling authority [how did they know there was a controlling authority?] so we termed it galactic federation headquarters." He says that he felt that he had been there before like he should have remembered the place.

This is just a theory...
It could be the group working on the inside to fight these beings saw what was happening to the RV'ers sent on RV missions to "UFO" bases, and in fact to the whole program. The program had, by the early/mid-1990s, had gone far afield of Remote Viewing (some of the basis for The Men Who Stare at Goats) and was working with channelers and tarot card readers and doing other things. But perhaps something can be gleaned from Marrs’ Alien Agenda, capturing a direct quote from RV'er Mel Riley:
"My conclusion is a sad one. Riley wrote. I began this project in search of a new paradigm for researching ufos and aliens and I found it. It had been carefully developed for over 24 years by a group of dedicated people. Though it wasn't used primarily on anomalous targets. What I then found was a couple of space cowboys, drunk in the heart of the temple, destroying the covenant."
Riley is no longer alive to ask, so perhaps one way to interpret it this is: Riley is devastated, Remote Viewing, the protocol he thought he could use to understand, get ahead of UFOs and these beings, the thing which had been carefully developed for over 24 years, the book was published in 1997, so 1972/73, by a group of dedicated people, Puthoff and Ingo and the ones they've been working with that UFO group that Puthoff tells Vallée about, though it wasn't used primarily on anomalous targets, so hiding their UFO and base penetrations underneath it. What I found was a couple of space cowboys, people out of it, rogue operators, drunk in the heart of the temple, holy intoxication or spiritually possessed, operating from within the very heart of the RV program, destroying the covenant, an undertaking of great importance, that is destroying Remote Viewing as an effective tool for determining the agenda of these beings.
And so knowing this perhaps a plan was hatched. Again, just a theory: The RV program would be cancelled, discredited, in the hopes of distracting the public from the truth of the deeper problem, a problem RV was getting closer and closer to unraveling, keeping the populace mired in a "is RV real or not" controversy to distract the public from the truth, while the work of dealing with other than humans would continue, just not under a directly linked intelligence operation.
Ingo, more directly, commenting on the discrediting of Remote Viewing said during that Art Bell interview: "You have to really look into what those reasons might be and one of those reasons, in my mind anyway, was that they didn't want to ever have Remote Viewing connected with anything extraterrestrial because you put those two things together and you have a developing situation chains of command don't know how to manage."
So back to the theory...It all starts with the movement of the budgetary responsibility of the program from the DIA to CIA, in preparation for "the plan." This was done in 1994. Next came lots of high level briefings on RV and ETs by those "in the know" including the one documented in a March 1995 declassified SAIC (the successor to SRI) memo, describing how Ingo, by then a ten-year retired RV program veteran, was meeting with well-placed individuals within the intelligence community to discuss ETs. Then following the hiding in plain sight methodology, and without even blinking, on September 20, 1995, two months before national attention would be focused on the secrets spilling out into the media about RV, and nine days ahead of The American Institutes for Research releasing their scathing disavowing of Remote Viewing entitled "An Evaluation of Remote Viewing: Research and Applications," a quiet businessman by the name of Robert Bigelow, a billionaire investor with interwoven ties it seems to the aerospace industry and military complex, established a new venture, one called the National Institute for Discovery Science (NIDS). The purpose of NIDS was to investigate paranormal anomalies. The biggest one among them, UFOs.
A few months later Jacques Vallée joined NIDS’ board, not long after Puthoff became involved as did Alexander. A decade later, Bigelow would, thanks to his friend Senator Harry Reid, receive $22M of secret funding from the Pentagon. The attention focused here on Earth on properties known for their suspected paranormal (hyper-dimensional) happenings: Mt. Wilson and then Skinwalker Ranch.
Like most of the things Ingo tells us in Penetration, the first part, we believe his story about seeing the UFO zip around the sky in Tooele, UT, where his family had moved to when he was in middle school from his childhood home of Telluride, CO, to be a stand in for what really happened to him.
After Ingo's time with SRI began to wane in the middle 1980s, he returned to New York to write and paint, and it seems engage in some psychic freelance work. He also began doing waking, or what is called lucid, dream work with Dr. Gerry Epstein, a specialist in this area. The two would go on to be very good friends. After Dr. Epstein passed away, these files were given to the Estate at which time they were donated, with permission from the Epstein family, to Ingo's archives at the University of West Georgia. Some of these dreams, and Ingo's attached drawings, are included in the book Resurrecting the Mysterious. As a collective, this work reflects Ingo's drive to explore hidden areas of his mind, or what he would call his information content, for insights and consciousness expansion. There was one though that was not, one that stood out to Ingo, he himself calling it was, a memory, and one that almost ended the entire work he was doing with Dr. Epstein. It started with a session on March 18, 1987, and concluded with a follow up one on March 30, 1987. It was his recollection of his UFO abduction, taking place not on a hillside in Tooele, UT, but earlier, while still a young child, in Telluride. Held captive in a room he described as within a space ship, he briefly regained a sense of consciousness in the midst of being sexually tortured, then was put out again before being returned to the spot he had been. With no recollection of it, except a lingering unexplained deep dread of the place, a place he refused to return to without an explanation of why, the memory lay dormant, until tapped and exposed. It does not appear that these being left Ingo alone for also included in these files is a dream recorded by Ingo as happening in 1966. In this dream, Ingo recounts, robed figures knock on his door and want him to go with them but he shouts at them to go away and slams the door in their faces. He woke up feeling it may not have been a dream, but real. Because both Ingo and Dr. Epstein, based on Dr.Epstein's notes, believe this dream is about unlocking Ingo's potential in some way, it is then used as the basis for a waking dream session in December of 1986. In 1988, RV'er Riley engaged in a RV session of what he called the Galactic Federation Headquarters as noted in the RV question/answer above. In this his session, while his body was at Fort Meade in Maryland, his spirit/consciousness was placed on a platform and inspected by a group of robed figures. Given the similarities of their interactions with robed beings, Ingo's inclination it was not a dream but something real, might have been more accurate than he knew.
